Gerrymandering is when you draw the election boundaries to favor one candidate. It is illegal, but it is very difficult to determine whether or not a region has been "gerrymandered".

Gerrymandering is a serious problem and has occurred in lots of situations. Some problems have arose in relation to gerrymandering in Wisconsin, Maryland, and North Carolina. Some of the least gerrymandered states are Indiana and Nevada. You can read more on this site.
